” namun pada kenyataannya sistem kesehatan nasional cenderung masih bersifat umum dan belum lengkap” ucapnya
“kesehatan merupakan urusan pemerintah yang wajib berkaitan dengan pelayanan dasar yang bersifat komponen karena sebagian diserahkan kepada daerah dan menjadi dasar pelaksanaan otonomi daerah” tambahnya
