Kegiatan tersebut guna mencari solusi atas permohonan pengelola tanah galian untuk dapat melintas menggunakan mobil dump truk di Desa Bandar Labuhan Kec. Tg. Morawa.
Adapun awal dari Permasalahan yang terjadi , Pada hari Selasa, 02 Nov 2021, Pukul 21.00 wib Berawal ketika beberapa unit mobil dump truk bermuatan tanah galian melintas Jalan Bandar Labuhan dengan cara berkonvoi di Depan Komplek Perum Rorinata Bandar Labuhan, secara spomtan oleh warga masyarakat melakukan penyetopan terhadap sbyk 5 unit mobil dump truk bermuatan tanah galian dan tidak mengizinkan melintas, para pengemudi mobil dump truk berusaha memaksa untuk dapat diberikan melintas namun masyarakat tetap tidak mengizinkan hingga terjadi adu argument.
Tampak terlihat hadir dalam pertemuan tersebut, Danramil 0201- 16/ TM, Mayor Inf. Syafruddin Manurung, Kapolsek Tg. Morawa, AKP Sawangin, SH, Camat Tg. Morawa, Marianto Irawadi, S.
